Bart Turecamo, who owned and operated a fleet of 22 tugs and barges along the East Coast, died recently on his boat in Palm Beach, Fla. He was 64 years old. Mr. Turecamo oversaw the growth of his family-owned business from a fleet of three boats to 19 tugs based in New York and Charleston,
